Some of the resources provided for the Indiana CAHs are:

1.   Comparative Benchmarking System
The benchmarking system is developed to give insight into individual performance and compare that performance to other hospitals in Indiana and regionally and nationally.  It provides comparative data to facilitate performance improvement within each Critical Access Hospital (CAH).

2.   Educational Resources
Educational presentations are provided at each of the CAH Programs that focus on issues that impact or affect Indiana CAHs.

3.   Networking Opportunities
The Benchmarking Programs provide a unique environment for CAH leaders and staff to network with their peers and other industry professionals.

4.   CAH Web Site
The web site provides a median for communicating a snapshot of the latest industry news, and industry regulations focusing specifically on CAHs.

5.   CAHoots
CAHoots is a bimonthly newsletter featuring Indiana CAHs community outreach programs, regulatory updates, industry news, and educational opportunities.

HRSA Network Development Program Overview

The Federal Office of Health Services Research Administration (HRSA) funds a rural health network development grant program, associated with the Federal Office of Rural Health.  The HRSA goal for this program is to strengthen rural health care systems at the community, regional and State levels by funding these formal, horizontally or vertically integrated networks.

The mission of the Indiana State Rural Health Network (grantee) is to create a network of rural providers dedicated to improving their ability to deliver high-quality health care to Indiana residents.  The purpose of the Indiana network will be to provide support to rural entities in the development of formal health care networks in order to expand access to, coordinate, and improve the quality of essential health care services, and enhance the delivery of health care in rural areas.

The Indiana State Rural Health Network - Network Director is responsible for the day-to-day operation of the network in conformance with the Bylaws and policies and actions adopted by the Board of Directors.  The Network Director reports to the Executive Director of the Indiana Rural Health Association and indirectly to the InSRHN Board of Directors through the President of the Board.  The Network Director shall have power, on behalf of the Board of Directors, President, committees, or membership to perform all acts, execute and deliver all documents and take all steps that the Board of Directors or President may deem necessary or desirable in order to effectuate the actions and policies of the network. 

Required Knowledge, Skills, and Abilities:

  • Knowledge and experience regarding rural provider needs.  Specifically, strong knowledge and awareness of Critical Access Hospital (CAH) operations issues are desired.
  • CAH operational experience related to health care quality indicators is essential.  Working knowledge of CAH financial and clinical operations issues is important to success.
  • Knowledge and experience regarding network planning and strategic plan development with the ability to organize and facilitate large group activities for the network.
  • Ability to work with and supervise multi-disciplinary teams.
  • Ability to work independently with minimal administrative support staff.
  • Ability to advocate for and with network members.
  • Project management, including planning, programming, implementation, financial planning, budgeting, and program evaluation. 
  • Excellent problem solving and communication skills; excellent creative and critical thinking skills.
  • Ability to operationalize a new program or initiative.

The essential position elements are as follows:

1.         Provides advice and leadership to the Board of Directors and its committees in network strategic planning, program development, sustainability, and network operations.

2.         Establishes administrative policies and procedures which are applicable to all personnel and activities over which the Network Director is responsible.

3.         Provides program integration assistance to the IRHA Executive Director.  Specifically, works collaboratively with other CAH-related project directors, including, but not limited   to:

  1. IRHA staff administering ISDH/SORH FLEX programs, or collateral CAH projects relating to quality management;
  2. CAH consortium building at Indiana Hospital Association through the IHA Rural Health Council;

c.   IRHA staff /leadership administering the Indiana award from the Federal Communications Commission – Pilot Program For Enhanced Access to Advanced Telecommunications and Information Services

4.         Serves as the chief administrative officer of the network. The Program Assistant and Network Representatives/Liaisons report either directly or indirectly to the Network Director regarding network activities to insure successful planning and implementation of activities of the network. 

5.         Proposes annual operating and capital budgets to the Board of Directors.  Responsible for providing periodic reports to the Board on network finance.  Seeks additional revenue and funding opportunities that are consistent with the purpose and needs of the network.  Seeks to manage the network in a manner which makes best use of the resources available to the network.

6.         Supports the work of members by:

            (a)        Overseeing the development and maintenance of communications mechanisms with and between members;

            (b)        Serving as a resource to assist member;

            (c)        Overseeing and directly participating in membership networking opportunities; and

      (d)        Monitoring outcome and performance indicators related to goals of the network.

7.         Oversees preparation of continued grant applications and subsequent required reports by grant agency (HRSA or others).

8.         Responsible to ensure that reports are completed and submitted and licenses are obtained and maintained as required by law.  Assures that the network conducts its affairs in a manner in accordance with the law.

9.         Represents the network and speaks on behalf of the Board of Directors when the Board is not in session.

10.       Performs other duties assigned by the President or Board of Directors, which are consistent with the purposes of the network and commensurate with leadership positions in similar organization.

 

Education and Experience:

  • Minimum of 5 years of experience in prior hospital operations/health care management position
  • MBA or Master’s level prepared would be preferred
  • Member, American College of Health Care Executives preferred
  • Strong background and understanding of rural health needs, including public policy, advocacy, coalition building, and working with state and local political leaders to advocate on behalf of rural health providers
