HPSA Orientation April 12 at Rice Auditorium, ISDH
The Office of Primary Care, ISDH, has planned an orientation to the
process used to determine whether a county or part of a county is a Health
Professional Shortage Area for purposes of Federal and State programs such
Community Health Centers, State Loan Repayment, National Health Service
Corps, enhanced reimbursement for physicians under the Medicare program,
and other programs. Primary Care Shortage Designations are updated every
three years. Staff of ISDH responsible for various aspects of the program,
including Nellie Simpson (Director, Local Liaison Office), Patrick
Durkin (Manager, Office of Primary Care), Jonathon Mack (Director, Office
of Primary Care), Robert Sunman (Director, Indiana State Office of Rural
Health, Local Liaison Office), and Janet Chorpenning (Chief Nurse
Consultant, Local Liaison Office, and Project Coordinator, State Loan
Repayment Program), as well as IRHA Staff members Kathy Martin and Ray
Guest and IPHCA staff member Randall Ritter will present various
aspects of the designation process, explain many of the programs for which
a HPSA designation is a prerequisite, and answer questions about the
designation process.
The workshop begins at 9:30 a.m., Monday, April 12, at Rice Auditorium,
ISDH, 2 N. Meridian Street, Indianapolis. There is no fee for this
program. Seating is limited, and advance registration is requested.

others in your community who would benefit from this orientation.)
New and Expanded IRHA Web Site Coming April 5
Check out IRHA’s web site after April 5 to view the new
IRHA web site, featuring updated information about the Rural Health
Outreach Grant Project developed by a consortium of IRHA members,
including Family Health Services, Rushville (Ann Curtis Executive
Director), U. S. Health Services (David Blair), Hoosier Uplands (Shawna
Girgis and Steve Adams), IRHA, and the Indiana State Office of Rural
Health. Also new will be a special section covering Bioterrorism and
Emergency Preparedness with regular updates from ISDH, CDC, IHHA and
others of importance to rural providers and communities. Tina Elliott,
IRHA’s webmaster, has had the assistance of Hicham Rahmouni, an Indiana
State University graduate student, in this redesign of the web site. We
thank Dr. Bruce McLaren, Indiana State University, who was the faculty
advisor for this project.
MORE CONFERENCE INFORMATION
Scholarships to Annual Conference
Scholarships are available to members who reside in the following seven
counties from North Central: Benton, Carroll, Clinton, Fountain,
Montgomery, Tippecanoe, Warren, and White, and the offer is open to
students who live in or go to school in those counties. Scholarships are
also available to IRHA members who live in and work in those seven
counties.
The scholarship includes registration only. Recipients are expected to
pay their $25 membership fee if their dues are due at the time of
Conference and are responsible for their own housing and transportation.
Students are expected to pay their $10 membership fee if it is due at the
time of Conference and will be responsible for their own transportation.

Heartsaver AED Training Course Available at IRHA Conference
The Indiana State-Wide Rural Access to Emergency Devices (RAED) Project
is providing a Heartsaver AED class during the pre-Conference of the
Indiana Rural Health Association’s Annual Conference at the French Lick
Resort in French Lick, Indiana. The class will be held June 9 from 8:30
a.m. until 12:30 p.m. in Roth Room A. It is for first responders and lay
rescuers. Space is limited to 18. A boxed lunch will be served at a cost
of $15.00. The course is provided at no cost by the Indiana State-Wide
RAED grant. Registration forms are located on the IRHA web site ( www.indianaruralhealth.org).
A registration form is also included with this newsletter.
Funding for the Indiana State-Wide RAED Project is provided by the U.S.
Department of Health and Human Services Health Resources and Services
Administration’s Office of Rural Health Policy. Here in Indiana, AED units
will be distributed to rural counties; and training on the AED units will
be provided. The grant is a three-year project. AED units will be going
out to the Southern counties in Indiana this year, to the Central counties
in 2004-2005, and the Northern counties in 2005-2006.
We need your help to make this the best Indiana Rural
Health Conference.

colleagues. (We will be glad to mail you additional brochures.) The

Encourage health career students from your
community who have an interest in practicing in a rural setting to
attend the Conference. Request a scholarship application from

to give them. Share information about the Poster Session with
students.

accepted. To have a Conference Scholarship named, the minimum
donation is $300.

Poster Session
The Indiana Rural Health Association (IRHA) is planning a poster
session for the IRHA 2004 Annual Conference. The poster session will
provide an opportunity for an informal exchange of information on
innovative educational curricula, health practice projects, community
outreach initiatives, research or other health related projects.
Poster presentations must be set up by 12:00 noon on June 9.
Posters will be judged on the afternoon of June 9.
Awards will be presented to students at the Conference dinner on June
10.

- $200;
High School - $200

Hat Contest at Wednesday Night Hog Roast
Wednesday evening, the annual Hog Roast will have a Country-Western
theme. Entertainment this year will be provided by Country Thunder,
a group from Clay City that includes IRHA member Doug Inman. Wear your
jeans and boots and your western hat. New this year will be a Hat
Contest, featuring prizes for The Most Authentic Western Hat, The
Fanciest Western Hat, and The Most Unusual Western Hat. You are
encouraged to take part in the contest.

“Matter in Motion”
Networking with Medical Students
Ivy Tech State College hosted the Fourth Annual Matter and Motion, a
community event that was held Saturday, March 27, 2004, at the Terre Haute
campus. It is a fun, family-oriented, educational event that encourages
lifelong learning in the areas of science, technology, health, and fitness
by providing hands-on activities and demonstrations. The event had over
1,500 participants last year, and this year the numbers increased.
This was a great opportunity for IRHA to work with medical students of
all kinds and to do some networking. IRHA had a display that targeted
healthy living. The display included the following:
1. A Nutrition display with fat and muscle replicas, sugar,
fat, and salt intake samples, the food guide pyramid, educational
handouts, and good nutrition coloring pages for the kids.
2. A Dairy Association display with the calcium an average
person has compared to the person with osteoporosis. This display also
included recipes, a risk assessment for osteoporosis, and educational
handouts and stickers for the kids.
3. An American Heart Association display with a stroke
assessment and educational handouts on many topics like stroke, heart
attack and healthy living.
4. An IRHA display with general information about IRHA,
membership registration, and the Annual Conference information.
5. A Safety display included a booster seat giveaway to
promote the new booster seat law in Indiana.
The event was a great success. The booster seat winner is Kristin
Lewis. She has a 14-month-old child who will need it soon. She was very
excited and grateful for the education she received at the IRHA display
and the much-needed booster seat.
Special thanks to the IRHA staff and to Jennifer Custer, IRHA Board
member, for coordinating and participating in this event.

Dr. Dale Theobald, who works with Community Cancer Care, an IRHA
Organizational Member which provides oncology services to several of our
rural hospital members, received notification that CCC’s abstract "Access
to Communication Technologies in a Sample of Cancer Patients in Indiana:
An Urban and Rural Survey" has been selected for a poster presentation at
the NRHA Annual Conference in May. The poster will also be displayed at
the IRHA Annual Conference.
Lancaster Pollard, an organization new to the IRHA, recently had the
pleasure of financing these community hospitals in Indiana: Dunn Memorial
Hospital (Bedford), Morgan Hospital and Medical Center (Martinsville),
Hendricks Community Hospital (Danville), Major Hospital (Shelbyville),
Henry County Memorial Hospital (New Castle), Adams County Memorial

ISDH Announces State Loan Repayment Program - The Indiana State
Department of Health announced the commencement of the State Loan
Repayment Program, which offers health care professionals partial
reimbursement for their student loans after they have committed to work in
a health professional shortage area (HPSA) in Indiana. For further

SEICHN Provides Free Mammography to Underserved, Rural
Women
The Southeastern Indiana Cancer Health Network, Inc. (SEICHN)
in collaboration with local health departments supports a Breast Health
Program that targets underserved women in rural (non-metropolitan)
southeastern Indiana. The organization’s number one objective is to
provide mobile mammography screening and self-breast examination education
on an annual basis to underserved rural women who lack access to such
facilities as well as access for related payment.
In 2003 the SEICHN received funding from the Health
Foundation of Greater Cincinnati, the Ripley County Indiana Foundation,
and the Greater Cincinnati Komen Foundation to provide free mammography to
underserved women in Southeastern Indiana. 215 women received free
mammograms at one of six community-based sites between March and October.
In addition to receiving a free mammogram, each woman was taught how to
perform self-breast examination.

Of the 215 women, 199 completed a questionnaire related
to their breast health. Only 11% reported that they had never had a
mammogram before as compared to 21% in 2002. Seventy percent of the women
served were between 40 and 61 years of age. Only 40% of the women were
employed full-time for pay. Of the group 19% had not completed high
school.
In 2003, as in 2002, over fifty-five percent of the
women reported family income as less than $25,000 per year. In 2003 60% of
the women reported that they had health care insurance as compared to
89.6% for Indiana (CDC, 2000) and 89% for American women (MEPS, 1996). Of
those indicating they were insured, 81% had private insurance, 17% had
Medicare, and less than 1% had Medicaid. Interestingly, 53% reported that
their insurance did not pay for mammography services.
Additionally, 30% of the women reported that they had
not had a mammogram within the past two years. The most common reason for
not having had a mammogram was ‘it cost a lot’, followed by ‘no
insurance’. Forty-six percent of the women lived greater than 30 minutes
from the nearest mammography facility. Only 44% lived within 15 minutes to
the nearest mammography facility. Of the 215 women who received
mammograms, 11% required follow-up examination of their breasts.
Overall, these statistics are staggering and support
the ongoing need of similar programs in rural communities. This program is
making a difference in the lives of rural women. Comparative results
demonstrate the impact of the program from 2001 to 2003 (see back).
