Caitlin Conrad

Program Director

Caitlin Conrad is a Program Director with the Indiana Rural Health Association (IRHA), where she supports the Indiana Rural Health Transformation Technical Assistance Network (RHT-TAN), a statewide initiative aimed at improving healthcare access, quality, and outcomes in rural communities. Previously, Caitlin directed the Indiana State Department of Health’s statewide STD Prevention Program, overseeing operations across all 92 counties and playing a key role in outbreak response, including the nationally recognized Scott County HIV outbreak. She is an award‑winning public health professional, recipient of the CDC’s Charles C. Shepard Science Award, and a former Board Chair of the National Coalition of STD Directors. Caitlin has a history not only in public health, but also strategic health communications, where she supported communications projects for the Federal Agencies such as the Centers for Medicare and Medicaid, the National Institutes of Health, and the Substance Abuse and Mental Health Administration.  Caitlin is known for her collaborative leadership style, technical rigor, and commitment to improving population health through sustainable systems and communication strategies
